[2.5.1.1] Seafarer no longer gives free boats

Like the title says, vikings and seafarer in general now pay for their fleet. I don't know if it's WaD since I didn't see it in the patchnote so I make a post here.

Steps to reproduce:
* Start a game in 867 as a viking character
* Raise your fleet

Expected behavior:
* The maintenance should stay at zero

Result:
* The maintenance is similar to non-seafaring characters

Ships costing no maintenance was a bug and has been fixed. However, raiding cultures have a ship cost of 10%, which is considerably less than other rulers.

Then the 10% must not work as the following screenshot shows, even with French culture and catholic religion (and waiting a month to see if it actualize), the cost stays the same:

Ship cost is cheaper for tribals. When you convert to feudal cost of ships increase.
