The fact that the faction to increase council power can't be started by a baron-tier character prevents otherwise unlanded Patrician councilors from starting it. Since the standard Merchant Republics are single-province realms, this effectively neuters the council's chances of acquiring voting rights even when the Patricians are of comparable strength to the Doge.

This may be technically WAD, but I'm reporting it as a bug because turning few-county Merchant Republics into de facto Autocracies seems counter to Conclave's stated goals.
