I have all major DLC except Way of Life and Sunset Invasion activated, including Conclave.
My liege is the Duke of Saxony. After a recent succession, my new liege offered a council seat to me. While the council was discontent due to the succession, I pressed a strong claim on one of my "fellow" counts who is a vassal of the same liege. During this war, the icon popped up for realm peace, and after three months, my war ended inconclusively as a result. But the Council was discontent before, during, and after this occurred. The tooltip states that when the Council is discontent, the liege cannot enforce Realm Peace.
There were a few council-related issues that occurred during the time the council was discontented, but I don't know if they could affect the liege's ability to enforce realm peace:
- While on the discontented council, I led a faction that successfully forced the liege to increase council power. This changed Council Power from "Abolish" to "Empower".
- I then cashed in a favor with my liege to force a vote on the noble obligation law, reducing it from Levy Shifted to "Balanced", which was successful.
- During that vote, one of the other council members offered me a favor to vote with him for 36 months. I accepted. He now has the entire council voting with him.
- I pressed my claim as described above, and the war was ended due to Realm Peace, despite the discontented council.
