I noticed that many rulers no longer give away titles that put them over the demesne limit like they used to before Horse Lords was released, and couldn't find anything in the patch notes to explain this difference. I was taking a closer look at it and realized that there also appear to be no penalties for being over the limit. No vassal opinion penalty, no income penalty, no levy penalty. I ran the game on observe mode for a decade and these penalties weren't appearing. It may be related to this issue, though the penalties never showed up for me.

It can be reproduced in any start, probably, but an example that I've been looking at is the Charlemagne start, where it affects leaders such as Sultan Yazid of the Muhallabid Sultante (Vassal Muslim Sultan), Sultan Umar of Africa (Independent Sunni Sultan), Strategos Levan II of Abkhazia (Iconoclast Viceroy of ERE), and Maharaja Dharmapala of Pala Kingdom (Buddhist Maharaja)
