In the current version, event 71001, located in hedge_knights_events.txt, has the like "has_province_flag = hedge_knights_visiting" outside and before the trigger = {} block. Would that be correct know, or is a scripting error?

In the last event of the same file, "religion = catholic" also appears outside the trigger, in similar fashion.
Similar coding uses can be seen in abundance in events/pope_free_investiture.txt.

Can please a dev confirm wether this is a coding mistake, or if instead religions and flags are now valid pre-triggers?

If the later is the case, is there any new pre-trigger? Is it advised to use these new pre-triggers in the new way, or is it strictly equivalent to use then as normal triggers, CPU-wise?

There are a few triggers that you can use as pre-triggers, and yes mainly they're used for performance. They've actually been possible to use for quite a while but we made some new triggers possible to use as pre-triggers for horse lords which haven't been added to the wiki yet, but if you want to read some more on them I'd recommend this: http://www.ckiiwiki.com/Event_modding#Pre-triggers

Thanks, but I already knew about the ones listed in tha wiki. I precisely was asking about which ones were possible that weren't in the wiki nor exemplified in vanilla, if any, in order, preciselly, to add them to the wiki and other informative threads and such
