When setting up a merchant republic with Indian religion, the succession for all titles except the republic title before reloading the game is gavelkind.

Sometime after reloading the game:

The duchy-level republic title and its capital county are patrician elective.
All non-patrician elective titles become Agnatic Elective. This means you can give your kinsman all of a duchy and they'll lose county level titles on succession.
Patrician titles stay Agnatic Seniority.

I think this has something to do with the fact that Indian titles start out as gavelkind, but I'm not sure. Heres a screenshot that sort of illustrates what I mean:
