For some reason, women can receive claims to nomad empires. Obviously this should not happen, even if they might be allowed in other government systems because of the religion. Agnatic Nomad Succession clearly states that only males may inherit, and it can't be changed to allow for women either. It doesn't make sense for them to receive claims if they can't press them anyways, and they shouldn't give an opinion penalty either.
