During my nomadic try, I conquered a lot of territories with a tribal settlement and a temple settlement.
I usually use the "Create New Vassal" button for these kind of situation to have some barrony tier vassals of my religion and culture.
I noticed that for tribal barronies, the new vassal never tries to get married on its own. And regularly, I inherit the tribal holdings and create a new vassal again, and again ... and again.

I have never noticed this behavior for Castle holdings. In this case, the new created vassal gets a wife and tries to have some heirs :)

EDIT : It seems that when you create a tribal vassal, he is lowborn. That may be why he has a hard time to find a wife. When you create a new vassal in a castle holding, he is not a lowborn.
