Both the Aztecs and Mongols seem unusually inept in 2.4 patches (haven't experienced any of the others yet).

The mongols will usually conquer Mongolia and then stop attacking (seem to have trouble getting prestige and don't want to declare conquest wars).

The Aztecs seem very reluctant to declare any wars after succeeding with their initial invasion (although they do in certain circumstances).
