[2.4.3] Distances from Ötüken province are messed up

My army in Ötüken takes 25 days to go to Kyzil (ok, seems reasonable enough), 2 months and 27 days to go to Khangai (woah, that's harsh), 5 months and 13 days to go to Baygal (!!! :S), and.. just 5 days to go to Gorgol! (the high-speed rail network now reaches Mongolia, cool)

I personally consider it gamebreaking because the only mongols in the start date are in Ötüken and I really fancy some mongol gameplay right now, so please fix
