I as the feudal emp of scandinanvia gave a courtier the tribal county of kurland which immediatly became feudal I then gave him riga but it for some reason is staying tribal?

Upgrading a tribal holding requires the religion of the county to be the same as the owner, the automatic ugrade that happens when you adopt feudalism does not.
Another difference is that the new holdings you get when adopting feudalism will start with empty levies, while the ones you upgrade manually will recieve full levies.
