As of today, I am still unable to create the Shia Caliphate despite meeting the requirements (in an Ironman started in 2.4.2).

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Unfortunately, the fix won't work for older save games. As the flag that was causing the issue, is probably still set as active in you save. Any new game should work correctly however.
