Continuing on my 2.4.2 game after beta patch fixed my problem with all my mayors taking the capital holding slot on inheritance, I eventually (after 10 years) noticed that my population figures were not taking into account any of my capital bonuses. Saving and reloading fixed the problem.
Trying to replicate the problem (reloading from before death) my son that had inherited previously (a vassal feudal duke) died and another son (a mercenary commander) inherited. This time the bonuses remained, so it seems this was part of the earlier problem with inheritance by a feudal character of nomad titles.
