2.4.3 Beta - Modding - Title Decision Filters do not filter anything

I made a new mod to use the new title decisions, which are great. Unfortunately I have noticed that none of the filters seem to do anything. If I set it to, say primary title, I can target titles on the opposite side of the globe. I can't be sure, the AI filter might be working, but then again I have disabled the ai from using most of my decisions, so I don't know.

Forgot to mention that aside from my mod, I have all major DLC, except horse lords

I could be wrong, but I don't think any of the filters work for the player for all targeted decisions (exept self that is mandatory for targeted decisions on oneself).
But ai filters do work.
