As a merchant republic kingdom (and then empire), I made my vassals be normal republic vassals. However, after quitting and then loading my game, and occasionally after a succession, most of my vassals above the rank of count turn into feudal lords. Its VERY annoying to use console commands to switch them all back. I haven't tested for 2.4.3, at least with the revelation that it mostly happens due to reloading my game (I just recently discovered the set_government command). The strange thing is that around four of my vassals stay as republics. I brought it up to the WTWSMS developers and they said it was a vanilla bug.

I'm playing with all DLC except that dubstep music one, because, really, Paradox? Dubstep?
I'm playing with the WTWSMS mod, with all its portrait addons.

To reproduce, be a merchant republic with republic vassals above the rank of duke. Reload the game, and some of them should become feudal.
