[2.4.2] No de jure empire makes the game unresponsive when trying to settle

In my current game as Turkestan Kingdom of Khorasan (AI created the kingdom during the game) has managed to leave de jure empire of Persia. My highest non-nomadic vassals are kings. If I try to settle to Khorasan territory the game becomes unresponsive and there is no other alternative than to close it from the task manager. If I try to settle into any other territory everything works fine.

Hopefully this link works. Save game is from soon after the conquest of Khorasan. But the same issue exists also in later saves.
