This was from doing modding but tested it in vanilla as well, it seems that saving an event target in a new_character clause does not work instead you have to use an event to ping the new character, save the target and then use it later on.

For example

Code:
    option = { 
        name = EVTOPT1
        capital_scope = {
            create_character = {
               name = Bug
            }
            new_character = {
                set_defacto_liege = ROOT
                save_event_target_as = target_character
            }
        }
    }

This fails to save the even target

Yup 100% sure, I saved the event target in the new_character clause then in the following events called it in the localisation and options but it wasn't present. However if I ping an event to the new character which saves the event target then goes back to the liege it works fine in the rest of the events
