When the ruler of the Tribe of Gotland dies, it seems like the county levy switches to to an extremely low max levy size for a day, which makes all or almost all of the levy disappear.
I see some cases where it doesn't happen, but i haven't figured out what makes the difference, but both the early bookmarks causes it if i kill the ruler on day one from the console.
