[2.4.2] Incorrect triggers in event 86010

In 2.4, religion_group = muslim was added to the triggers of event 86010. What should have been done instead is move the more restrictive preparing_hajj character flag check from triggers to pretriggers. This also applies to events 86015 and 86020.

Also, in event 86010, the liege should be checked for the do_not_disturb flag in the event triggers.
