[2.4.2] Incorrect triggers in event 86001

In 2.4, religion_group = muslim was moved from the any_courtier scope in the triggers to the pretriggers. What should have been moved for performance was the preparing_hajj character flag.

I'd also recommend using an event target to mark the courtier in the immediate rather than a flag.
