[2.4.2] Event 64110: lover in trigger may not match lover in event

The changes in the any_lover triggers in the event trigger of event 64110 were not reflected in the limits for the random_lover selected in option D.

Also, I think the is_consort = no in the lover's triggers should be changed to NOT = { consort = { character = ROOT } }.
