[2.4.2] Event 1008: duplicate if limits

2.4 changed a 55% chance to give humble if ugly and not ambitious, to a 70% chance with a second 20% chance in a separate if block with the same limits. Was the second intended to be if ambitious and not ugly, which seems to be the only combination not included in the option?
