It would seem that only 'default_culture_modifier' is recognized by the game. If you were to change the norse culture from default_culture_modifier to 'norse_culture_modifier', and then made a corresponding entry in static_modifiers, the norse_culture_modifier will not be recognized.
Even more strangely, no matter what you put as a culture's modifier, (such as with the above norse example), they will still receive the benefits of something put under default_culture_modifier in the static modifiers.
This has pretty much broken my mod, fairly severely, as I made expensive use of this feature to differentiate provincial populations (such as giving norse provinces more galleys and a malus to city taxation, etc).
