[2.4.2] Bad keyword "tag" in other_claim CB

The on_success_title section of other_claim has the following block of code:

      # Anti-Popes take all the gold of the Vatican
       if = {
         limit = {
           OR = {
             tag = k_papal_state
             tag = d_fraticelli

"tag" is an EU keyword; I believe it should be changed to "title".
