2.4.2 [AJJW] Nomads raiding tribals cause tribals to hand out all titles

Playing as the Magyars in the CM start send all of my troops to raid Kiev only to have a few days later after the troops arrive have Kiev handing out all their county titles out. Can repeat this raiding any other tribals in the area.

Save game 5 days before troops arrive at Kiev.
