I am continuing my old save from 2.4.1, where I play as a nomadic ruler. I have a number of nomadic counties in my demesne, some of which have vassal baronies. Among them are the counties of Kiev (tribal & temple vassal) and Itil (temple vassal). These counties had been conquered, and the vassal baronies granted by my previous character; the succession came without any apparent issues.
Earlier today, after defeating a rebellion and absorbing a rebellious clan, I noticed that I can't split my clan due to some of my provinces being occupied. I didn't pay much attention to it, because I've had other wars to attend to. After I ended those wars I saved the game and quit.
Later today I loaded the game and noticed the aforementioned counties (Kiev and Itil) displaying stripes in the political map mode, as if they were being occupied, though no other indication of such occupation could be found. I could not grant these counties to anybody, though.
What I also noticed is that the county panels indicated the vassal baronies as the capitals of the counties, though I could not demote them back. I spend a couple of minutes more playing (during which I declared a war, granted another county to my vassal by event, and created a duchy title), when suddenly the stripes on Itil vanished and the temple holding in Itil reverted back to my demesne. I am still unable to grant it to anybody or to take its county capital status away - though it is available to be pillaged. Itil also shows a map icon that indicates my nomadic capital, though the capital holding itself is in another province (Syr Daria).
Though I can't be 100% sure, I think those provinces were not under any of the sieges in the recent wars.
I was unable to attach the save file to this post, so I used my Dropbox instead. If this method is unappropriate, please let me know how can I upload the file for you to use.

I own almost all the dlc except the convenrter and some graphic packs. No mods in this game.
