Description: Whenever I create a duchy level republic, the republic eventually turns to fuedalism.

I'm playing as the leader of the Principality of Alba (Brittanian Empire with a Merchant Republic). I've granted the title of Grand Mayor to several people in order to keep my vassal count down. However, all of the Grand Mayors keep turning into Dukes, and their holdings switch from a town to a castle.

This may be co-incidence, but it seems to me that this problem manifests upon reloading a game. It may be a problem with how save files are read. As a final note, this isn't a problem when the grand mayor is a patrician. Just a problem for regular grand mayors. I have not yet tested it with king level vassal republics.

Reproduction Steps: Though I haven't gone to the trouble of starting another game, conquering more territory, and creating another duchy level republic, I have tried this again with the same save file. The steps are (as far as I know):

1. Become a Prince Mayor/Grand Prince.

2. Gain control of enough territory to grant a duchy level title.

3. Grant the duchy level title to any courtier, making them a Grand Mayor.

4. Wait for the change to happen. Possibly requires reloading once or twice.

I have the same problem as a king-level merchant republic with duke-level vassals. Though it seems that it only happens when my vassal has both a city and a castle in his capital province. He will always give out the city after you unpause.

Edit: Forgot to say that it actually only happens when loading a save.

Easy way of reproducing would be:
1. Grant a county to a mayor inside the county, making it a count-level republic.
2. Grant a duchy title to him.
3. Save game and reload. Now he's a feudal duke.
