So I did an Charlemagne start as the count of Connachta and, after forming the Duchy and grabing another couple of territories, decided to try out becoming a republic. So, I hit the "Found Merchant Republic" decisions and found, to my surprise, that the Bishop of Dun Caiseal in Urmhumhain, one Selbach of House Eoganacht-Chaisil, became a Patrician, with the Bishopric itself becoming hereditary.
I've never seen this happen before and i've tried to replicate it unsuccessfully so far. One thing I will note, that I only as writing this realized was, this particular Bishop is the only one in my realm who is not Lowborn.
DLCs: All save sunset invasion
Mods: A set of personal defines tweaks to retinue, time before changing counclier jobs, and the cost a few things like ships. (not in use as of the time of this posting and latest tests)
Personal mod that enabled Tanistry for tribal celts (same as above)
High Kings and Consuls
Blue Dukes
Blindfolds instead of Stitched out eyes
(I've done the decision with and without the mods on to the same result)
Reproduce: Just load up the save and hit the decision.
