The AI for enemy armies can't make up its mind sometimes. During one war, I kept getting message popups about winning a defense siege because the enemy army would siege for a little while, move a province over, siege a little, then move back, repeat forever.
In my current war I have one of the adventurer host armies milling around with a 25k army stack. It seems like it should be threatening, but the AI is not getting anywhere attacking me because it never stays still long enough to take anything.
