All tribal Irish counts can't reform to feudalism or republic. Both 'centralization' and 'tribal organization' not displayed in Law menu.

Both options are displayed correctly for non-catholic tribes .

Edit: Well, that explains it. Couldn't find any information about this. The tool tip for adopting feudalism doesn't mention this. The one for forming a republic does though
