WAD, nomads need to make use of vassals to properly use holdings tied to other government forms. Or burn them down to create more pastoral lands!

It might be. You're able to construct tribal holdings in provinces containing castles and such, which means that you always have access to a holding type you can use. The rest can be handed off to vassals.
