[2.4.1] Temple Holding in province not counted as Holy Site

Playing as a Tengri nomad I built three temples with one of them in the county of Tobol and reformed the religion. A number of in game years have passed since and now when I look at the religion tab it states that "The Holy Site of Tobol lacks a temple holding". However the county still has a temple built in it. The temple holding in that county is currently held by the leader of the Tengri chuch who is a vassal of one of my clans.

This image shows the moral authority is affected due to "not settled" in Tobol.

This image shows the message about the holy site lacking a temple. (Oddly it also shows the portrait of the Clan leader who controls the county instead of the temple holder in the portrait frame.)

This image shows that a temple is built in the county.

Hi Chenngis!

There are some issues with the reforming a pagan religion in the released version.
However, in our internal version we have fixed some of them and we're unable to reproduce this specific one.
So it might be fixed in a upcoming patch.

If you manage to recreate this issue in a later patch, if you can, please upload your savefile to us so we can take a look at it.
