With Spy Focus I started to break someone from prison to the point where I bribed a guy to help me. Then I changed my focus into Carousing and the event for prison break never finished.
Now I chose Spy focus again after maybe 10 years and the special actions are unavailable, probably still hangs on the prison break from last decade.
