[2.4.1] Some merchant republics cannot be played

I am not allowed to start as some merchant republics although I do own The Republic DLC (e.g. Novgorod and Venice Republic in the Third Crusade Bookmark start) The other republics at that bookmark are playable.

I own all major DLC and several but not all of the cosmetic DLC (from Charlemagne onwards)
I do not use any mods

Reproduction steps:
1. Start the game
2. Select Single player and choose any Start, then hit Custom Game Setup.
3. Choose the Third Crusade Bookmark - Novgorod and Venice are disabled for playing ( Hovering over the play button says: Not allowed to play a Republic) The other republics are playable.
4. Changing to the 1337 Hundred Years War Boomark - I can now play Venice but the republic of Ancona is not playable

Only merchant republics (IE: Venice, Pisa, Genoa) are playable. Inland Republics like Novgorod are sadly not.

Also, merchant republics are not playable in some start dates because the current Doge isn't part of a patrician family.

It sucks, I know.

Novgorod shows up as a Merchant Republic in 1217-1219 but only if you start in a later year and go back in time. If you're in 1216 and you go forward, the map will display Novgorod as a regular Republic. See screenshot:

As Slayen mentioned, regular Republics are not playable. That is by design. Some of the Merchant Republics are also unplayable in some bookmarks because of the Doge not actually being part of one of the patrician families. We might go back to and sort that out at some point, but has no plans to do so at the moment.

Are you acknowledging the fact that Novgorod is showing up as either a merchant republic or a regular republic depending on whether you're scrolling forward or backward in time for those three years?

That would be a separate issue with how the game reads the history files, and probably sets the government to be of the wrong type because of that. I'll file a new bug report for it.
