Is this a bug or intended? It seems really counter-intuitive to the "not caring about de jure land" aspect of the nomads, as you still have to title juggle.

Is this a bug or intended? It seems really counter-intuitive to the "not caring about de jure land" aspect of the nomads, as you still have to title juggle.
Huh. That just seems really counter to the playstyle nomads seemed to aimed at, especially as nomad rulers are being hit with duchy desires and too much land penalties.
That's WAD. The titles still fill a function that nomads desire - they generate prestige. If the Khagan could keep them all for himself it'd not be very balanced.

I think some of us were (for whatever reason) expecting the nomad government to disable these sorts of titles. But, thank you for confirming! Much appreciated. Now to find the thread that spawned this question...
