A Khagan can revoke the Clan title of one of his underlings, which removes the entire clan from the clan mechanics and makes it act more like a regular tribal vassal.

You shouldn't be able to revoke Clan titles, do you have a savegame where this is present?

I had revoked the clan title off of Count Bonuslo of Galich in the Khaganate of the Magyars just before becoming tribal, so the clan title doesn't exist anymore.

Do you have a save of before you've revoked the title? I'd like to take a look at why you're able to revoke that title in particular.
