[2.4.1] Nomad has no Capital - Immune to War Declaration

The Kirghiz kept getting declared war on, and somewhere in the process of losing counties, current capital, a clan within the Kirghiz getting destroyed due to only one county left - the Kirghiz ended up having a single county but no capital in that county. I am unable to declare war on the character that rules it, which I assume is due to the lack of a capital.

It eventually fixed itself. Still unsure of cause, and if exiting then reloading and waiting let something tick.

As mentioned in the known issue list. This is a known issue we are working fixing for the next patch. Saving the game and reloading it, then letting a daily tick pass, should solve the issue for now.
