This can be achieved by completely ignoring the clan system and keeping all the land, because the rebellions are not actually dangerous when compared to the power level granted by "Nomad-Korea mode". I guess that's a balance oversight so I hope it'll be fixed soon.

This should not really be a bug. If someone wants to play this way, let them (please). Not everything has to be excellently balanced.

We already had that debate, months (years?) ago with North Korea mode, and finally that turned out to be an exploit that was fixed in a patch. Therefore, I guess this will be considered an exploit and I'm reporting about it through the proper channels. In any case, the decision is for the devs to make, of course, not you or me.

There is a way to get all the benefits without any rebellions too. If all your counties have at least 1 temple/castle/city subholding, the counties don't count as nomadic, and will not raise your clan limit above 1. You can hold all the counties in the world as personal demesne this way, and completely ignore clan mechanics.

The only rebel risk I ever have is from having pillaged holdings. I get no clan uprisings of any kind unless I hold 5 or more completely empty counties.

This is very obviously an exploit.

A simple fix would be to make all counties with a pasture captial count as nomadic counties for the purposes of determining your clan limit.

Honestly the changes in nomad rebels (taking away 10% of the population when they rise and scaling) probably solve this problem already, I don't think you could pull it off anymore.
