Playing as the Mongol Khan in the 769 start, I managed to remove myself from tributary status, and then broke truce to take the Khangai region using a subordination casus belli. I won the war and the Uyghur moved their capital to Ikh Bogd.
However, shortly after this (thanks to them helpfully sending a missionary to convert me), I noticed that an additional new Khaganate had formed in the same province as the Uyghur moved their capital to - Khanagate of Lowborn. It appeared in the second holding slot, appears to be totally independent and unrelated to the other nomads.
So steps were:
1. Declared war to remove myself from tributary status.
2. Broke truce, declared war of subordination, which I won.
3. Their capital moved to Ikh Bogd.
4. I moved my capital to their former capital location - Baygal.
Somewhere along the line in those steps, the Khaganate of Lowborn appeared.
