[2.4.1] Clans Become Independant upon Greatest of Khans decision

Pretty much exactly what's stated- when I select the decision to form the Mongol Empire, the majority of (but not all) of my vassal Clans become independant, and promptly form their own Empire-level titles.

Same with me. All but one of my clans immediately became independant

I have heard that the Roman Empire decision has the same effect on vassal kingdoms.

Furthermore, the decision to becime ghengis khan does not confer the relations boost or the morale boost.
