[2.4.1] Can't declare war, due to "being" in revolt

Could you please explain exactly what happened when this occurred? Against who and for what was your father revolting?
Does the issue persist after saving/reloading the game?

That's a separate bug, we're already tracking it.

As for your first issue - I tried to replicate it locally without luck. If you find out some steps that'll make this happen with certainty, please write to me here!
