[2.4.1] Can't attack specific county

Playing as the Mongols on Ironman, I can't attack the county of Toropets in the Russia region (see save file). But I clearly should be able to. The whole "Declare War" entry is missing from the interaction menu of the target county ruler (he is independent of course). I briefly tried 2.4.2, but it didn't resolve my issue.

Got all the major DLCs except Sunset Invasion installed.

Interesting, we added safety triggers for situations such as these, but it seems as if we didn't account for the possibility of there being sub-holdings in the province. I'll add an issue and it'll hopefully get resolved in an upcoming patch.

Yes, it should correct itself on the first daily tick.
