[2.4.1] Cannot banish prisoner with active Banish button

In the screenshot below, you can see that the character Cat in my prison has the Banish button active and pressable. However, for some reason, the actual diplomacy option is not present, so I cannot banish him. The diplo menu comes up when I press the banish button, just the option is missing. Other characters are still banishable.
