I was a Yagbuid Khan in the 769 start, who was running across the steppes and conquering into tribal lands to get away from another blob. The Suomensuko tribes had launched a liberation war to end the subjugation of one of their brothers, and at the same time my Khagan was fighting a war for his last county.
He appears to have surrendered the Liberation war and the conquest of his last county at the same time, and became unlanded (tried to usurp a county that was no longer his, I assume). With no Khagan, I became a count-level character with the Nomad government type, with the Tribes I had conquered as independent baron-level rulers in the counties I possessed who had me as their heir.
Any war I declared ended indecisively for the reason that I had become unlanded, and I had zero manpower, income and population. However, the tribal barons had me as their heir, so when they died, I was able to Settle as Tribal.
It seems like a really weird edge case that produced really weird results.
