[2.4.1] AI raiders forget to bring ships

In my game as Venice, my croatian lands are constatly being raided by raiders from Khazaria. The problem is, they never bring any ships, so all that loot is just wasted.

Are the raiders actually landed or have they lost their land?

Are you certain they're not raiding adventurers (landless clans/dukes)? Altaic raiding adventurers don't get ships, so they just move about and loot/pillage whatever they happen to come across.
