I'm king and my home duchy succession law changes basically once a month without my input. It should be elective but it keeps going back and forth between primogeniture and elective. The shuffle is evident whenever a succession warning pops up in following video (bc my primo would have a non-dynastic heir).

MMUR with Islam, Old Gods, Rome, Republic.

I've played several starts with this MMUR and I haven't seen it that often, so I'm guessing it only happens with tiers below your current highest level. As you see in the video, Aquitaine law stays but Flanders keeps changing.

NOTE: It's not a display/tooltip bug. Kill console command when that succession warning icon was on resulted in a game over. Kill works completely as expected. When the succession warning is off the inheritance goes where it should. So this thing is a complete lottery because of a bug affecting succession laws.
