[2.32] Can't upgrade tribal holdings

I was playing as a Ruler Designer Italian Messalian tribal, got both hillfort and market town up to level 4 in my capital, then realised I couldn't take the decision to become feudal or a republic (my capital is coastal, yes). I looked at the condition tooltip and I met them all, except for "Built stone hillfort/large market city in ---" Those dashes were there in place of the capital's name. And obviously the tooltip saying that I hadn't met the conditions is total BS too, since I'd already built both the stone hillfort and the large market city.

My capital is Lastovo because I'm playing with my mod, so I'm not sure a save game would work. I'll get you it this afternoon - I'm on my phone.

I'd speak with the Mod author first. It may be that the county/holding information is missing some vital information that allows you to upgrade the holding.

What a bug report should contain:

I suggest you more faithfully follow this format in future. It saves time.
