OP said that neither the spy event that cajoles people into factions or the scheme function for your advisor seem to be working. Unfortunately I have noticed similar issues.

Yeah, this is a known issue, that I confirmed a while back. The Dev team are aware of this, but I do not have any eta on when a fix for it will be out...
