[2.3][STHS] Resign screen's previous rulers is empty except for the current character

I'm using the ARKOpack Armoiries mod which changes the checksum, but I doubt that the mod is to blameLink to the mod.
I have all the content DLCs except Charlemagne and Sunset enabled. I started from the Old Gods bookmark.

I have had several rulers since the start, and the resign screen doesn't show any of them except the current one. The score is correctly calculated.
I have been toying with the "play" command in the console (but never unpausing as another character), but that didn't break anything in previous versions of the game.

Can confirm this is the same in the Vanilla Version of the game with the Checksum BTOF
