We tried to reproduce this issue both in our internal version and in the released version, however for us it works fine.
Which is really odd.
We start as Magyar at 867 start date (Viking Age).
Winning the war against Bulgaria and enforcing peace.
And for us, we can change the Crown Authority bar.
Do you have any other steps you are taking?
Does this occur if you follow the steps above?
And lastly, can you upload your savefile so we can take a look at it?

We tried again to reproduce this issue with several attempts, we also loaded up your savefile, but for us it works as intended.
So its really weird how this occurs for you. One last resort you can do is to uninstall/reinstall the game and see if the issue is still present.
